SY22 Title I Parent and Family Engagement Policy

  • A strong partnership between the school and home is essential if a quality educational program is to be provided to all students.  The Caesar Rodney School District (District) is dedicated to the philosophy that parent involvement is integral to the success of each child.  The District and its schools will work with parents to establish regular, two-way meaningful communication to ensure that:

    • Parents play an integral role in assisting their child’s learning;
    • Parents are encouraged to be actively involved in their child’s education at school; and
    • Parents are full partners in their child’s education and are included, as appropriate, in decision-making and on advisory committees to assist in the education of their child

    Parent involvement may be defined as, but is not limited to, parenting, communicating, learning and home, volunteering, decision-making, and collaborating with the community.

    The District will continue to build its capacity for strong parental involvement.  The District will support a partnership between its schools, parents/ caregivers, and the community to improve student academic achievement and school performance.

    GENERAL EXPECTATIONS

    The Caesar Rodney School District agrees to implement the following statutory requirements:

    1. The District will put into operation programs, activities and procedures for the involvement of parents in all of its school with Title I, Part A programs, consistent with section 1118 of the Elementary and Secondary Education Act (ESEA).  Those programs, activities and procedures will be planned and operated with meaningful consultation with parents of participating children.  These programs will provide assistance to parents, as appropriate, in understanding topics such as the following:

    • The State’s academic content standards,
    • The District’s curriculum that aligns with the content standards,
    • The State’s and District’s academic assessments
    • How to monitor their child’s progress, and
    • Other topics related to helping parents work with their children to improve their children’s academic achievement, such as literacy training and using technology, or other topics as parents may request.

    Information about these programs, activities, and procedures will be shared in a variety of ways that include, but are not limited to, the following:

    • Annual Title I Parent Night
    • Open House
    • School-Based Parent Information Nights
    • Caesar Rodney School District website 
    • Achievement Liaison Teachers (and Reading Specialists) who serve as liaisons for parent involvement, teacher quality, and student achievement at each school

    2. In carrying out the Title I, Part A parental involvement requirements, to the extent practicable, the District and its schools will provide full opportunities for the participation of parents with limited English proficiency, parents with disabilities, and parents of migratory children, including providing information and school reports required under Section 1111 of the ESEA in an understandable and uniform format and, including alternate formats upon request, and, to the extent practicable, in a language parents understand.  Communication will be made available in a number of ways that include, but are not limited to, the following:

    • School marquees
    • Wednesday Folders
    • Global Connect phone calls
    • School and District websites
    • School and District social media sites
    • CR Report

    3. The District will educate, with the assistance of its schools and parents, its teachers, pupil services personnel, principals, and other staff, in how to reach out to, communicate with, and work with  parents as equal partners, in the value and utility of contributions of parents, and in how to implement and coordinate parent programs and build ties between parents and schools through:

    • District-wide Open Houses
    • District scheduled staff professional development
    • District Visiting Teacher supports
    • School Counselor training and support
    • School PTO/ PTA meetings

    4. To the extent feasible and appropriate, the District, under the leadership of the PreK/K Resource Teacher, will coordinate and integrate parental involvement programs and activities with community organizations such as Head Start, The Parent Information Center (PIC), and Parents as Teachers that encourage and support parents in more fully participating in the education of their children in a number of ways that include, but are not limited to, the following:

    • Inviting parent organizations to display materials and/ or present at school-based Parent Nights
    • Disseminating approved materials from parenting organizations through Wednesday Folders
    • Sharing links to local parent support organizations on school and district websites

    5. The District will involve parents of children served in Title I, Part A schools in decisions about how the 1% of Title I, Part A funds reserved for parental involvement is spent, and will ensure that not less than 95% of the 1% reserved goes directly to the schools.  This will be accomplished in a variety of ways that include, but are not limited to, the following:

    • A review by the membership of School Improvement Planning committees
    • A review by the membership of the Parent Advisory Council
    • A review by the Curriculum Cabinet parent representatives

    6. The District will conduct, with the involvement of parents, an annual review of the content and effectiveness of the parental involvement policy in improving the academic quality of the schools served under Title I, Part A, including identifying barriers to greater participation by parents in activities authorized by this section (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background), and use the findings of such evaluation to design strategies for more effective parental involvement, and to revise, if necessary, the parental involvement policies described in this section. This review will be accomplished in a number of ways that include, but are not limited to, the following:

    • School Improvement Planning Committees
    • Distribution of school and district Parental Involvement Plans for comments
    • District Parent Advisory Council
    • PTO/ PTA meetings
    • Curriculum Cabinet Parent Representatives

    7. If the LEA plan for Title I, Part A, developed under section 1112 of the ESEA, is not satisfactory to the parents of participating children, the District will submit any parent comments with the plan when the District submits the plan to the Delaware Department of Education.

    8. The District will incorporate this district-wide parental involvement policy into its LEA plan developed under section 1112 of the ESEA.

    School Parental Involvement Policies

    Each of the Title I elementary schools in the Caesar Rodney School District, along with parent input, will create and revise annually, a school-based Parent Involvement Policy.  This policy will provide parents with the description of how each school will implement the required policy components.  The School Parent Involvement Policy and the School-Parent Compact will be distributed to parents at the beginning of each school year and will be available on the schools’ websites.
