Mrs. Ashlee Upp

A Rider through and through, Mrs. Upp is a proud graduate of Caesar Rodney High School. She received her B.S. in Education from the University of Delaware with specializations in Special Education and Middle Level Science. She holds an M.Ed. in School Leadership and Ed.D. in District Leadership both from Wilmington University. She is proud to have been selected to represent the outstanding work of Caesar Rodney educators as the 2018-2019 Caesar Rodney School District Teacher of the Year. After teaching 13 years at Welch Elementary School and Allen Frear Elementary School, she is excited to join the students, staff, parents and caregivers in Shining Bright at Star Hill! She resides in Magnolia with her husband, Justin, two children, Abigail and Brycen, and dog, Jax.

I am new to the Caesar Rodney Early Intervention Program and I graduated from Towson University with my degree in Speech-Language Pathology. My career passions are functional communication skills and early literacy. I believe that children need to be engaged and having fun to learn!

Mrs. Jessica Raughley -Special Education Case Manager

Hello! My name is Jessica Raughley.  I have been teaching for 10 years.  In my years of teaching, I have taught 3rd, 4th, and 5th grade.  I am now the Special Education Case Manager.  In my spare time I enjoy reading and spending time with my husband and two daughters.

Ms. Jessica Shalongo-Occupational Therapy

Jessica is originally a native of New Jersey however has been in Delaware for the past 8 years. She attended Delaware State University as a student athlete (softball) and earned her bachelors degree in Movement Science. Jessica then earned her Master’s of Occupational Therapy degree at Wesley College. Prior to joining the Caesar Rodney School District as a school based occupational therapist, she worked at Easterseals as an early intervention occupational therapist serving Sussex County Delaware kiddos aged birth to 3 years old. Jessica loves the beach and hanging out with friends and family. She is passionate about teaching children the importance of exercise, advocating for the profession of occupational therapy, and being a good role model. She is a dog mom of 2 (Padme and Anakin). Next school year, Jessica will be Mrs. Bendolph as she is getting married in August to Mr. Bendolph who is the PE/Heath teacher at Dover Air Force Base Middle School. Go Riders!

Hello, my name is Nurse Cartwright I am new to Caesar Rodney school district this year. I am the new school nurse here at Star Hill Elementary School, but I have been in the nursing field for over 20 years. I reside in Sussex County with my husband and children. I look forward to an awesome experience here at Star Hill!
