Mr. Jason Payne

Welcome to Major George S. Welch Elementary School, a K-5 school located on Dover Air Force Base in the Caesar Rodney School District. The namesake of our school was one of the few pilots who got off the ground at Pearl Harbor and distinguished himself by shooting down four Japanese aircraft during the attack. He was honored in ceremonies at the White House by President Franklin D. Roosevelt in May of 1942.

Welch Elementary offers an array of programs for our students. Some of those include Girls on the Run, Odyssey of the Mind, Math League, Student Council, Art Club and Safety Patrol, just to name a few. These programs enrich our students by providing opportunities for them to explore interests that they would like to develop.

The Welch Elementary School staff meets regularly to collect data and analyze data in order to drive better instruction for our students. Teacher’s review student performance and share effective instructional practices regularly. They review units of instruction and coordinate approaches to grade level issues. Through these meetings, we have developed programs to meet the needs of our students.

Our school could not be as successful as it is without the support of our parents. We have an active PTA which plans various activities throughout the year. We have school volunteers who help out in classrooms and most importantly, we have parents who provide the necessary support to their students at home so that they can reach their true potential.

On behalf of the staff at Major George S. Welch Elementary School, I feel privileged to be able to provide a quality education to those families who are actively serving our country. I am extremely proud of our outstanding students, our dedicated and experienced staff members, and our supportive families. Degrees and Certifications:

Ms. Jean O'Connell

Ms. O’Connell has over 30 years of educational experience all in the Caesar Rodney School District.  She was an elementary school teacher for 18 years and taught grades 1,2,3 and 5 at Welch Elementary School and W.B. Simpson Elementary School.  She was recognized as Teacher of the Year in 2005-2006 and again in 2010-2011 for W.B Simpson Elementary School.  Ms. O’Connell was selected as the Caesar Rodney School District’s Teacher of the Year in 2005-2006. Ms. O’Connell has over 10 years of administrative experience having served as an administrator at W. Reily Brown, Star Hill, and Robinson Elementary School before joining Welch Elementary School in 2022.  

Ms. O’Connell earned her undergraduate degree from West Chester University in West Chester, PA and her Master’s Degree from the University of Delaware.  

Ms. O’Connell is truly honored to serve as the Assistant Principal at Welch Elementary.  Ms. O’Connell began her career in education right here at Welch Elementary School as a 5th grade teacher in 1992.  Having the opportunity to come back and now serve as an administrator is truly the greatest highlight of her career.  Her mission in life is to help as many people as possible, especially children.
